Community Services Finance Administrator

Location: Tr’ondëk Hwëch’in Offices – Dawson Y.T.

Standard Hours Bi-Weekly: 75

Start Date: Immediately

End Date: 2-Years from start date (with possible extension)

Salary: Level 8 Step 1 ($88,576.12 annually)

Reporting to the Director of Finance and Capital, the Community Services Finance Administrator is responsible for providing financial administrative services and support to Wellness, Housing and Infrastructure (H&I) and the Child & Family Services (CFS) Departments. This position will: provide funding agreement administration; update and file all department funding agreements on shared drive/intranet; financial reporting services; photocopy financial report backup; journal entries; assist with budgeting; financial reporting. This position will work with and assist departments will all of their contractual obligations and follow up on internal financial reporting for H&I, Wellness and CFS. The incumbent will monitor all programs associated with H&I, Wellness and CFS and work with the Department Directors, Managers and identified Team Leads, to manage budgets, funding and financial obligations of the departments. This position serves as a liaison between the Finance Manager and the Department Director, Manager and identified Team Leads, to ensure all funding received is recorded and properly budgeted. As a professional, the incumbent performs all duties with a high degree of customer service, and in strict compliance with the Canada Labour Code, Human Rights Act, Generally Accepted Accounting Principles (GAAP), as well as Tr’ondëk Hwëch’in Government (TH) legislation, policies and procedures.

An Eligibility List may be established from this competition – the duration of the eligibility list may be up to 12 months. The eligibility list may be used to fill future permanent full-time, permanent part-time, temporary full-time, temporary part-time, term, or auxiliary on-call vacancies within the same department and classification based on the organizational needs by going the next highest ranked candidate until the eligibility list expires.

Essential Qualifications:

  • Completion of Grade 12 and supplemented by a diploma in accounting or equivalent work experience.
  • Minimum of 2 years’ experience working in an accounting position or in a finance department.
  • Demonstrated working knowledge of financial procedures and processes including: budgets, general ledger, journal entries, accounts payable, accounts receivable, financial reporting and payroll.
  • Advanced Microsoft Office skills, including MS Word and Excel.
  • Strong planning, organizational, prioritization, multi-tasking and time management skills.
  • High professional and personal ethical standards, honest, trustworthy and respectful.
  • Ability to establish and maintain positive, cooperative and trusting working relationships.
  • Ability to work effectively in a cross-cultural environment and be sensitive and understanding of First Nation culture and traditions.
  • Good communication skills, including listening, oral and written.
  • Ability to meet critical deadlines with minimal supervision.
  • Ability to prepare documentation accurately from verbal and written instruction.
  • Good problem-solving and conflict resolution skills.
  • Criminal records check (financial) with vulnerable sector, and mandatory immediate notification to the supervisor if charged and also if convicted of any criminal offence while an employee of the TH Finance Department.
  • Class 5 Driver’s License with clear driver’s abstract.
