We are looking for an Evaluation Project Manager to support the Office of Audit and Evaluation located on the Montreal Rd Campus in East Ottawa. *Please note that this position is classified as a Research Council Officer (RCO), for evaluators working in the core public service, this position is similar to an EC-7. The Evaluation Project Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

As an Evaluation Project Manager, you would be responsible for planning and coordinating evaluation projects. This includes not only evaluation planning, but also data collection, analysis and synthesis and report writing. You will work closely with other members of the evaluation team. While you will not have direct reports, an important component of your role as an Evaluation Project Manager will be to mentor and coach evaluation staff working on your projects.

Screening Criteria
Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates.

Candidates must clearly demonstrate in their cover letter how they meet the education and experience factors (including asset criteria, if applicable) listed on the poster. Candidates must use the education/experience criteria as headers and then write one or two paragraphs, for each, demonstrating how they meet them by providing concrete examples.

In addition, the candidate is encouraged to describe in detail when and where he/she gained the experience. Failure to provide an appropriate cover letter will result in the rejection of your application. Candidates will not be solicited for incomplete or possible missing information.

Education

This position requires a university degree with a specialization in business, economics, public administration, social or natural sciences or engineering.

Graduate degree or post-graduate certificate in social sciences (evaluation, business, economics, public administration or related fields), natural sciences or engineering could be considered an asset.

Credentialed Evaluator designation from the Canadian Evaluation Society could be considered an asset.

Experience

Significant and recent experience in:
o collecting and analyzing qualitative and quantitative data;
o writing reports or portions of reports;
o presentation of analyses and recommendations through oral and written communications;
o project management in a program evaluation context.

Experience conducting evaluations of science, engineering and innovation programs; and
Experience developing and implementing results-based management tools (such as logic models, performance measurement, etc.).

Candidates will be assessed on the basis of the following criteria:

Extensive knowledge of evaluation principles, approaches, designs and methods, as well as best practices;
Extensive knowledge of qualitative and quantitative social science research methods;
Ability to synthesize and analyze information;
Ability to plan and manage evaluation projects; and
Ability to effectively communicate in both writing and orally.

Salary Range

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $56,374 to $159,364 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.

A pre-qualified list may be established for similar positions for a one year period.
